In these Terms and Conditions, the following definitions apply unless the context otherwise requires:

• "fillbet," "we," "us," "our" means fillbet, the operator of the online gambling platform accessible at fillbet.club, operating under PAGCOR regulatory oversight.
• "Player," "you," "your" means any individual who has registered or is using a fillbet account.
• "Platform" means the fillbet website at fillbet.club, including all games, betting interfaces, account management systems, and related services.
• "Account" means a registered fillbet user account held by a Player.
• "Services" means all online casino games, sports betting markets, live dealer games, instant games, payment processing, and customer support offered through the Platform.
• "PAGCOR" means the Philippine Amusement and Gaming Corporation, the regulatory authority governing fillbet's operations.
• "Bonus" means any promotional credit, free spins, cashback, or other incentive offered by fillbet to Players.
• "Real Money Balance" means the value of funds deposited by a Player and available for wagering or withdrawal.
• "Bonus Balance" means promotional credits credited to a Player's account, subject to wagering requirements before withdrawal.
• "KYC" means Know Your Customer — the identity and age verification process required by PAGCOR for all registered Players.

By creating a fillbet account, accessing the Platform, or placing any wager through the fillbet Services, you acknowledge that you have read these Terms and Conditions in their entirety, that you understand them, and that you agree to be legally bound by them.

These Terms constitute a legally binding agreement between you and fillbet. If you do not agree with any provision of these Terms, you must not create an account or use the fillbet Services.

To register and use a fillbet account, you must satisfy all of the following eligibility requirements:

• You must be at least 21 years of age at the time of registration. This requirement is set by PAGCOR and is a condition of fillbet's operating license. fillbet does not permit gambling by persons under 21 years of age under any circumstances.
• You must be physically located in a jurisdiction where online gambling with a PAGCOR-licensed operator is lawful at the time you access the Platform.
• You must not be a current employee, contractor, officer, director, or immediate family member of an employee of fillbet or any of its service providers, game suppliers, or affiliated companies.
• You must have full legal capacity to enter into a binding contract under Philippine law.
• You must not be subject to a self-exclusion order from fillbet or any gaming regulatory authority.
• You must not have been previously banned or suspended from the fillbet Platform.

To access fillbet's real-money Services, you must complete the registration process and pass identity verification (KYC). The following conditions apply to registration and KYC:

• Each person may register only one (1) fillbet account. Multiple accounts per individual are strictly prohibited. fillbet reserves the right to merge or close duplicate accounts and forfeit any balances associated with accounts in excess of one per player.
• All information submitted during registration must be accurate, complete, and current. You are required to update your account information promptly if any details change.
• fillbet will request identity verification documents as required by PAGCOR's KYC regulations. Acceptable documents include Philippine government-issued identification such as a passport, driver's license, SSS ID, PhilHealth ID, or Unified Multi-Purpose ID (UMID).
• fillbet reserves the right to suspend withdrawals, restrict gameplay, or close an account if KYC verification cannot be completed within a reasonable timeframe.
• Account credentials — including your username and password — are personal to you. You must not share your fillbet login details with any other person. fillbet is not liable for losses arising from unauthorized account access where you have shared or failed to protect your credentials.
• fillbet accounts are non-transferable. You may not sell, assign, or transfer ownership of your account to any other person.

You are solely responsible for maintaining the security and confidentiality of your fillbet login credentials and for all activity that occurs under your account.

• You must choose a strong, unique password for your fillbet account and not reuse passwords from other services such as GCash, email, or social media.
• fillbet recommends enabling two-factor authentication (2FA) via your registered Philippine mobile number, which provides an additional layer of security for your account login.
• You must notify fillbet support immediately if you suspect unauthorized access to your account or if your login credentials have been compromised.
• fillbet staff will never request your password. Any communication purporting to be from fillbet requesting your password is fraudulent and should be reported immediately.
• You agree to log out of your fillbet session on shared or public devices after each use. fillbet is not responsible for losses resulting from your failure to log out.

fillbet accepts deposits and processes withdrawals in Philippine Pesos (PHP / ₱) via approved Philippine payment methods. The following terms govern all financial transactions:

• Accepted payment methods include GCash, PayMaya (Maya), BPI, BDO, and Metrobank. fillbet may add or remove payment methods at its discretion with notice provided via the Platform.
• Minimum deposit is ₱100. Minimum withdrawal is subject to the limits displayed within your account dashboard at the time of the withdrawal request.
• Withdrawal eligibility requires completed KYC verification. Withdrawals from unverified accounts will not be processed until identity verification is complete.
• Withdrawal timing is subject to the processing times of the selected payment method. GCash withdrawals are generally processed within 15 minutes for verified accounts. Bank transfer withdrawals may take one to three business days depending on the receiving bank's processing schedule.
• fillbet reserves the right to request additional documentation before processing withdrawals where required for anti-money laundering (AML) compliance or fraud prevention purposes.
• Deposits and withdrawals must originate from and return to payment methods registered in your own name. Third-party payments are prohibited.
• All deposits are subject to a review period before withdrawal to comply with PAGCOR's AML requirements. Deposit amounts that have not been wagered at least once are subject to an administrative fee deduction on withdrawal, as permitted by applicable regulations.

fillbet offers various promotional bonuses to new and existing Players, including but not limited to welcome deposit bonuses, reload bonuses, free spins, cashback, and loyalty rewards. The following general terms apply to all fillbet promotions:

• Each Player is entitled to claim each promotion only once unless the specific promotion terms state otherwise. Bonus abuse — including creating multiple accounts to claim the same bonus — will result in account suspension and forfeiture of all associated balances.
• All bonuses are subject to a wagering requirement that must be met before any associated winnings can be withdrawn. The applicable wagering requirement, eligible games, and expiry period are stated in the specific terms accompanying each promotion.
• Bonuses credited to a Player's account expire if the applicable wagering requirement is not met within the timeframe specified in the promotion terms. Expired bonuses and any winnings derived from them are forfeited without compensation.
• Not all games at fillbet contribute equally to wagering requirements. Live dealer games, certain table games, and sports betting may contribute at a reduced rate or not at all. Contribution rates are disclosed in the relevant promotion terms.
• fillbet reserves the right to amend, suspend, or terminate any promotion at any time. Where a bonus is withdrawn after it has been credited to a Player's account, the wagering requirement will be adjusted accordingly.
• fillbet reserves the right to withhold or reverse bonus funds if fillbet has reasonable grounds to believe the Player is engaged in bonus abuse, matched betting, or any strategy designed to exploit promotional offers in a manner inconsistent with genuine entertainment play.

All games offered on the fillbet Platform operate in accordance with the individual rules displayed within each game interface. Players are responsible for familiarizing themselves with the rules of each game before wagering real money.

• Random Number Generator (RNG) games at fillbet use certified, independently audited software to ensure provably fair outcomes. The results of all RNG games are statistically independent of previous results.
• Live dealer games are operated by licensed studio providers and streamed in real time. In the event of a technical failure during a live game session, the outcome will be determined in accordance with the relevant game provider's technical procedures.
• Sports betting outcomes are determined by the results of the relevant sporting event as reported by official sources. fillbet's determination of the outcome of any bet is final in the absence of manifest error.
• In the event of a manifest error — including errors in odds display, game configuration, or payout calculation — fillbet reserves the right to void affected bets and return stakes to Players.
• fillbet game Return-to-Player (RTP) percentages are disclosed within each game's information panel. RTPs represent the theoretical long-run return over millions of game rounds and are not a guarantee of results in any individual session.

The following activities are strictly prohibited on the fillbet Platform. Engaging in any prohibited activity may result in immediate account suspension, forfeiture of balances, and reporting to PAGCOR and relevant law enforcement authorities:

• Registering or using a fillbet account if you are under 21 years of age;
• Registering more than one account per individual;
• Providing false, misleading, or fraudulent information during registration or KYC;
• Using the Platform for money laundering, terrorist financing, or any other illegal financial activity;
• Using software, bots, scripts, or automated systems to gain an unfair advantage in any game or betting market;
• Colluding with other Players to manipulate the outcome of any game or bet;
• Exploiting software bugs, errors, or glitches for financial gain — any winnings derived from such exploitation are void;
• Engaging in chargebacks or payment disputes in bad faith after placing wagers on the Platform;
• Accessing the Platform from a jurisdiction where doing so is illegal;
• Sharing, selling, or transferring your fillbet account or login credentials to any other person;
• Engaging in any activity that disrupts the fillbet Platform, its servers, or the experience of other Players.

fillbet is committed to providing a safe and responsible gambling environment. We recognize that gambling can become harmful for some players, and we take our obligations under PAGCOR's responsible gaming requirements seriously.

• fillbet provides the following responsible gaming tools accessible from every Player's account dashboard: deposit limits (daily, weekly, monthly), session time limits, loss limits, cool-off periods (24-hour, 7-day, 30-day), and permanent self-exclusion.
• Deposit limit reductions and self-exclusion requests take effect immediately upon submission. Requests to increase deposit limits or remove restrictions are subject to a mandatory cooling-off period.
• Self-exclusion is irrevocable for the period selected. Players who have self-excluded must not attempt to open new fillbet accounts during the exclusion period. fillbet will take reasonable steps to detect and close accounts opened in breach of a self-exclusion order.
• Players who identify as having a gambling problem are encouraged to contact PAGCOR's responsible gambling helpline and seek independent support before continuing to use the fillbet Platform.
• fillbet will not knowingly allow a self-excluded Player to use the Platform. However, fillbet cannot guarantee detection in all circumstances and is not liable for losses incurred by a Player who circumvents self-exclusion controls.

All content on the fillbet Platform — including but not limited to the fillbet brand name, logo, game interfaces, software, text, graphics, images, audio, and visual elements — is the property of fillbet or its licensed content providers and is protected by applicable intellectual property laws.

Players are granted a limited, non-exclusive, non-transferable, revocable license to access and use the fillbet Platform solely for personal, non-commercial entertainment purposes. This license does not permit: copying, reproducing, distributing, or transmitting any content from the Platform; reverse-engineering or decompiling any software; or creating derivative works based on fillbet content.

Any unauthorized use of fillbet's intellectual property may result in account termination and may be subject to civil or criminal liability under Philippine law.

To the maximum extent permitted by applicable Philippine law, fillbet's liability to any Player in respect of any claim arising from use of the Platform is limited as follows:

• fillbet is not liable for losses arising from force majeure events, including natural disasters, government actions, telecommunications failures, power outages, or any other event beyond fillbet's reasonable control.
• fillbet is not liable for losses resulting from a Player's failure to follow these Terms, including failure to maintain account security or failure to comply with KYC requirements.
• fillbet is not liable for the content or services of third-party game providers or payment processors, except to the extent that fillbet has materially contributed to the loss.
• In no event shall fillbet's total aggregate liability to any Player exceed the value of funds held in that Player's verified and segregated account balance at the time the relevant claim arises.
• Nothing in these Terms limits fillbet's liability for fraud, willful misconduct, or any liability that cannot be excluded under Philippine law, including PAGCOR's player protection requirements.

fillbet reserves the right to suspend or terminate any Player account at any time, with or without prior notice, in the following circumstances:

• Breach of these Terms and Conditions or any specific game or promotion rules;
• Failure to pass or maintain KYC verification;
• Evidence or reasonable suspicion of fraud, money laundering, or prohibited activity;
• PAGCOR's direction or instruction to suspend or close an account;
• The Player's voluntary request to close their account.

Upon termination for cause, fillbet may forfeit any Bonus Balance and any winnings derived from bonus funds. Real Money Balance will be returned to the Player through their verified payment method, subject to completion of any pending investigations and AML compliance checks.

Players wishing to voluntarily close their fillbet account should contact the 24/7 support team. Account closure requests are processed within one business day.

fillbet is committed to resolving Player complaints fairly and promptly. The following procedure applies to all disputes arising from use of the fillbet Platform:

1. First Contact: Contact fillbet's 24/7 support team via live chat, accessible from within your account dashboard. Provide full details of the dispute, including relevant dates, game sessions, transaction references, and the outcome you are seeking.
2. Internal Review: fillbet will acknowledge your complaint within 24 hours and issue a full written response within five (5) business days. Complex investigations may require up to 15 business days.
3. Escalation: If you are not satisfied with fillbet's resolution, you may escalate your complaint to PAGCOR's player dispute resolution channel. fillbet is fully cooperative with PAGCOR's dispute resolution process as a condition of our operating license.

fillbet's determination of the outcome of any completed game or bet is final and binding in the absence of manifest error. Disputes regarding bet outcomes must be raised within 30 days of the relevant event.

These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines. fillbet operates under the regulatory authority of PAGCOR and is subject to all applicable Philippine laws, including but not limited to the Electronic Commerce Act (Republic Act No. 8792), the Data Privacy Act of 2012 (Republic Act No. 10173), the Anti-Money Laundering Act as amended, and PAGCOR's licensing regulations.

Any dispute that cannot be resolved through the internal complaints procedure set out in Section 14 shall be subject to the exclusive jurisdiction of the competent courts of the Republic of the Philippines, or to PAGCOR's dispute resolution mechanism as applicable.

fillbet reserves the right to amend, update, or replace these Terms and Conditions at any time. Where changes are material, fillbet will provide notice to Players via email to the registered address on their account, or by prominent notice on the fillbet Platform, at least 14 days before the amended Terms take effect.

Your continued use of the fillbet Platform after the effective date of any amended Terms constitutes your acceptance of the revised Terms. If you do not accept the amended Terms, you must close your account before the effective date of the changes.

The version of these Terms in force at the time a dispute arises will govern that dispute, unless the amended Terms expressly state otherwise.
